Co-operative Federalism & Multilevel Governance vertical at Pune International Centre engages with the evolving architecture of India’s public institutions and urban transformation. Its work bridges theory, practice, and policy design to strengthen democratic decentralisation, institutional accountability, and inclusive economic growth. The vertical adopts an interdisciplinary lens to address governance challenges across tiers-local, state, and national-while foregrounding data, evidence, and citizen-centricity in reform processes.

Prof. Abhay Pethe.
Convenor, Co-operative Federalism & Multilevel Governance
Abhay Pethe completed his Ph.D. in Economics at the Department of Economics, University of Mumbai. Before that, he had completed post-graduate degrees in Pure Mathematics and Economics. He joined the Department of Economics, University of Mumbai as a lecturer and held several other positions, such as Professor of Econometrics, Lakdawala Chair Professor in Planning and Development. He retired as the Dr. Vibhooti Shukla Chair Professor in Urban Economics and Regional Development. He was also Distinguished Fellow at ORF and Senior Resident Fellow at the Mumbai School of Economics and Public Policy (MSE-PP). He was awarded two post-doctoral scholarships: he was Visiting Fellow at St. John’s College, Cambridge University, U.K. and Fulbright Fellow at the University of Austin, Texas, U.S.A. During his academic career, he has supervised 25 Ph.D. dissertations.
He has held high administrative positions in the University of Mumbai and other educational institutions. He was the Dean of the Faculty of Arts and a Member of the Management Council, of the University of Mumbai. Amongst other things, he was also the Chairman, Campus Development Council, University of Mumbai and member of the Governing Board Academic Council & RC of TISS. He is also on the Board of Studies of various autonomous colleges. He was a member of the Management Board of the Gokhale Institute of Politics and Economics (GIPE), RRC of Symbiosis International University (SIU). He currently chairs the Economics Board at WeSchool: Welingkar Institute of Management and Research and is the chairman of the Academic Board of NISM.
He has worked – and continues to work – as a consultant and an expert to Private Sector Organizations, Governmental and International organizations such as the MCGM, MTSU, Government of Maharashtra, Government of India, Planning Commission, RBI, Lincoln Institute for Land Policy, World Bank, and UNDP/UNCHS. He was a member of the Government of Maharashtra High-Powered Committee on Regional Imbalance (Chair: Dr. Vijay Kelkar). He was a Member of RBI’s Housing Start Up Index and the Ministry of Housing and Urban Affairs (GOI) Slum Development Index committees. He was also a member of the high-powered committee to look into the Naner Refinery Project set up by RRPCL. He has mentored a World Bank Institute e-course on Sustainable Land Use Planning. He has also been a Senior Consultant/ Advisor to UNICEF Maharashtra, Village Social Transformation Foundation (VSTF), CRISIL India, and IDFC institute (Artha Global). He was invited to be a member of High-Powered Task force set up by GOM regarding the implementation of NEP under the Chairmanship of Dr. R. Mashelkar and is a member of a follow-up Government of Maharashtra Committee on Financial Empowerment of HEIs. He currently Chairs the Advisory Committee set up by the Government of Maharashtra Committee on State Income.
His research interests include Urban Economics, Urban Governance and Decentralisation, and Political Economy. He has published in reputed journals such as to Environment and Urbanization, ASIA , Economic and Political Weekly, Review of Market Integration, and Cities, among others.
Prof. Ajit Karnik
Senior Research Fellow
Ajit Karnik began his career as Lecturer at the Department of Economics, University of Mumbai in 1982 and ended his stint there as the RBI Ambedkar Professor of Political Economy in 2006. He was also the Director of the Department from 2002-2005. Subsequently, he was Professor of Economics at the University of Wollongong in Dubai (2006-2009). From 2009 till his retirement in 2024, he was Professor of Economics at Middlesex University Dubai. During his association with Middlesex University Dubai, he was the Founding Head of Souq Economics (Centre for Economic Research) from September 2021 to August 2024. He continues to be Emeritus Professor at Middlesex University Dubai. During his academic career he has supervised 13 Ph.D. theses, 5 M.Phil. dissertations, and over 150 Master’s dissertations.
He completed his Ph.D. from the University of Mumbai and has been a Indo-American Fellow at the University of Texas at Austin (USA), Visiting Fellow at St John’s College (Cambridge University, UK), Fulbright Scholar at the University of California at Berkeley (USA), Smuts Fellow at Wolfson College (Cambridge University, UK) and British Council Visitor at the University of Ulster at Jordanstown (N. Ireland). He has been consultant to the Government of Maharashtra, UNDP/UNCHS (UN-HABITAT), New Delhi and various private sector organisations such as Hindustan Unilever, India, Lazard, India and Lafarge, India.
His research interests include Public Economics, Fiscal Federalism, Economic Growth, and Political Economy. He has published in journals such as Sage Open, Applied Economics, Empirical Economics, Journal of Sport Economics, Asia-Pacific Financial Markets, Publius: The Journal of Federalism, Economic and Political Weekly, among others.
Mr. Sunil Kumar
Visiting Senior Fellow
Shri Sunil Kumar, is a former Indian Administrative Service (IAS) officer of Uttar Pradesh cadre belonging to the 1987 batch. Born in Bihar, he did his post graduation in Sociology from Delhi University in 1986. In a career spanning over 36 years in the IAS, he served in the State for about 21 years and in Government of India for over 15 years. He has wide experience of serving in Finance, Taxation, Planning, Education and Social Welfare departments in the State and in Rural Development, Inland Waterways Authority of India under Ministry of Shipping, Commerce and Panchayati Raj Ministry in the Government of India. He has been associated with several pioneering initiatives such as Treasury Computerisation, transition from Sales Tax to Value Added Tax regime in Uttar Pradesh, launch and implementaion of Pradhan Mantri Gram Sadak Yojna, commencement of river cruise on river Ganga and coal transportation using inland waterways between Haldia and Farakka in West Bengal, and Localisation of Sustainable Development Goals, launch of Panchayat Development Index and SVAMITVA scheme (Survey of Village Abadi & Mapping with Improvised Technology in Village Areas) among others. After superannuation he is working independently for strengthening democratic decentralization and local government in the country. He is a visiting Senior Fellow associated with the newly launched Centre for Cooperative Federalism and Multilevel Governance (CFMG) in Pune International Centre.
